Made the ISARC 2000 Proceedings CD browsable on-line.

Details

ISARC 2000 was first to have its proceedings CD browsable on-line in original form. This required the following changes:

Added section "External Resources" with the category "On-line ISARC Proceedings CD"
Added the page and CD content and modified robots.txt to disallow /external/isarc2000-cd/www/
Inserted note and link about this on the following "old" pages:
- Publications / Proceedings
- Publications / Proceedings / ISARC 2000
- Events / ISARCs / ISARC 2000
Added a note on the front page linking to the category page
